Matt Basgall
Matt Basgall has lived in Clovis for over 30 years. As the retired Clovis Chief of Police, he will bring nearly three decades of law enforcement, administrative and leadership experience to the Clovis City Council, including his six years of experience as Chief of Police for the Clovis Police Department.
As Police Chief, Matt Basgall was responsible for a $37 Million Dollar annual budget and all police department personnel. This included officers, civilians and community volunteers. Chief Basgall’s leadership provided for the safety and well-being of the 100,000+ Clovis residents.
As Chief, Matt’s priority was always to keep Clovis the #1 Safest Community, a goal which was successfully met each year. To ensure the safety of the community, he developed and implemented new and creative ways to safeguard and provide stability of the Department’s operations, increasing the morale of the officers and increasing the safety in the community.

Basgall’s career in law enforcement began with the Clovis Police Department. First as an Officer, later promoted through the ranks of Corporal, Sergeant, Lieutenant, Captain, and finally as Police Chief. He is a graduate of California State University, Stanislaus, and went on to graduate from the California Police Standards and Training Command College. He also received an Executive Leadership Certificate.
Throughout his career, Matt Basgall has volunteered for numerous community organizations. He currently serves as the Chair of the Men’s Leadership Council for the Marjaree Mason Center. His long-standing service to Marjaree Mason began with his position on the board and later as Board Chair.
Matt and his wife, Joni Munro, both graduated from Clovis High School and recently celebrated their 31st wedding anniversary. Joni is a member of Pink Heals which looks to inspire hope in those too who are battling cancer. They are the parents of two daughters, Madison Coelho, a second-grade teacher married to Jerome Coelho, and Carly, a graduate of CSUF where she majored in communications; and of course, Roscoe, their rescue dog adopted from the Miss Winkles Pet Adoption Center.
As a Councilmember, Matt’s commitment to teamwork, creativity, and effective communication will ensure the continued safety and success of the City of Clovis.
